NECUSA ANNUAL BUSINESS MEETING
Sheraton Syracuse University Hotel
TUESDAY, JUNE 15, 2004

I. Call to Order at 10:03 a.m.

II. Pledge of Allegiance and singing of the National Anthem

IV. Roll Call - President Lee Struble, Vice President Chris Daley, Treasurer Gary Bean, Secretary Amanda Warman, Directors-at-Large Dan Songer, Chris Daley, Mike McCarthy, Vince DeCerchio, Dennis Conway, Rosie Naughton, Life Member Representative Mike Byrne.

V. Minutes of preceding meeting - Motion to waive reading of minutes and accept minutes as printed in The Clipboard made by Vince DeCerchio, second Rosie Naughton. Motion carried.

VI. Officer Reports

a. President Lee Struble - commented that this is a "working board" and that the priority is to give back to the membership. The conference quality is excellent and encouraged members to recruit new folks to come to conferences. Continued improvement to the publications. Asked for contributions to The Clipboard.

b. Vice President Chris Daley - Requested assistance and articles needed for The Clipboard.

c. Treasurer Gary Bean - Full report to be published in The Clipboard; summary for FY 2003 $70,258.75 income; $86,926.25 expenses. Loss was planned for celebration of the 50th celebration. Expenses being partially underwritten by advertising in The Clipboard. Thanked Amanda Warman and web master Alicia Crotty Forest for all of the work completed on the web site.

d. Secretary Amanda Warman - Encouraged members to run for the Board to keep the association dynamic. Advised the membership that she and Chris Daley developed guidelines for hosting a professional development program.

VII. Committee Reports

a. Advisory - Chris Daley - Board has been in constant contact via e-mail; working on Association business.

b. Audit/Fiscal Report -Rosie Naughton - Books have been reviewed and are in good order; tax return and all taxes filed in a timely manner.

c. Awards - Chris Daley - Review of awards for which individuals were nominated. Presentation of awards will be made at the closing banquet.

d. Conference Committee - Amanda Warman - 52 institutions represented at conference: 17 first time attendees, 7 past presidents, and 32 vendors. Site for 2005 will be Springfield, MA. Looking at Atlantic City for 2006 and White Mountains for 2007. Thanks to Jim Bonner and Jim Hansen for their assistance during the conference with various housekeeping tasks. Thanks to Mike Byrne, Vittoria Didio and the Syracuse University staff.

e. Constitution and By-Laws - Dan Songer - no changes.

f. Membership - Vince DeCerchio - Sent out recruiting letters to non-members with new member testimonials and applications to recruit new members. Currently at 401 members.

g. Nominating - Dan Songer - Review of candidates: all had an opportunity to speak. Treasurer's position - Gary Bean. Nominations open from the floor. Bill Ellick made a motion to close nominations, second by Sean Tallarico. Nominations closed. Secretary cast one vote for Gary Bean for Treasurer. Secretary cast one vote for Gary Bean. Director-at-large Rosie Naughton. Nominations open from the floor. Timon Linn made a motion to close nominations, second by Ken Lupole. Nominations closed. Secretary cast one vote for Rosie Naughton. Life member representative Mike Byrne. Nominations open from the floor. Tim Briggs made a motion to close nominations, second by Pat Ingalls. Secretary cast one vote for Mike Byrne.

h. Professional Development - Dennis Conway - Review of the professional development program from fall 2003 in the Philadelphia area (83 attendees) and January 2004 (44 attendees) in Springfield, MA. Both programs were profitable. Income towards the Self-Reliance Award. NECUSA will join with the Campus Safety Journal, November 15-17 at the Adams Mark Hotel in Philadelphia for a joint professional development program.

i. Publications - Mike McCarthy - Review of Clipboard progress and changes - improved paper and print quality; color photographs; Encouraged members to submit articles for publication. Good opportunity to get published. Put out 5 editions this year, vendors' advertising offsets the cost of printing. Remind vendors to put in vendor highlight and/or advertising. Discussed "For the Good of the Order" section with changes in employment and other news, send to Vince DeCerchio. New directory distributed - now bound and tabbed and using photographs. Encouraged members to visit the website at www.necusa.org.

j. Self-Reliance Award - Gary Bean - Review of award and qualifying criteria. Seven applicants this year. Four awards will be presented. Thanks to Emile Gabbadon from Informant Technologies for donating his 50-50 winnings back to the scholarship fund.

k. Life Member Representative - Mike Byrne- sending out cards to mark birthdays, to acknowledge loss and illness. Received letters of thanks from life members. Asks to have info and photos sent to him.

VIII. Old and Unfinished Business
a. Sean Tallarico asked if the Life Member representative had to be a Life Member. Amanda Warman advised that anyone could run for the Life Member position to ensure the position is always filled even if no Life Member runs.
b. No other old business.

IX. New Business
a. Lee Struble is creating new partnerships with other groups either state, regional or local.

b. Jim Bonner commented that they had a difficult time getting folks to meetings in his area. Ease of gaining information through other means (Internet) makes the networking less necessary. Lee asked for the names of local associations to contact.

c. Gary Bean advised that we will be offering a free one year membership to new directors to be proactive in recruiting.

d. Vendors will be approached to ask about starting or contributing toward a scholarship to be given annually.

X. Good and Welfare
a. Mike Byrne - Women in Law Enforcement dinner is for women only.

b. Vince DeCerchio - awards, accomplishments, achievements for your department should be send to Vince. Anything that benefits the campus community. Opportunity to update folks on what's happening in the industry. Vince noted that Heather Lupole, daughter of Ken and Barbara Lupole (Muhlenberg College) received the high school national art award which was awarded to only 500 out of 25,000 applicants.

c. Ken Lupole - Reminder to get questions and issues to him for the cracker barrel.

d. Amanda Warman reminded attendees that the conference will be a week later next year. We will also be trying to survey vendors and members about different issues. Trips and golf this afternoon. Karaoke tonight.
