Professional Development Sessions Organized for the 56th Annual NECUSA Conference


The conference committee for the 2009 annual conference to be held at the Mystic Marriott in Groton, CT from June 14th to June 17th, 2009, has scheduled the Professional Development programs for the conference. This year’s conference will be co-hosted by Western Connecticut State University, Danbury, CT and Wesleyan University, Middletown, CT.

Session 1 and 2 will be on UCR/NIBRS Reporting and will be conducted from 10:30 to Noon and from 1:00 to 2:30 pm on Monday, June 15th, 2009.

These sessions will be presented by the FBI’s CJIS (Criminal Justice Information Services Division) from Clarksburg, WV (SA Darrin Moor) and will review the differences between the UCR, Uniform Crime Reporting System and the NIBRS, National Incident-Based Reporting System, and how they impact on the Jeanne Clery Disclosure of Campus Security Policy and Campus Crime Statistics.  It will assist participants in making educated judgments on crime classifications for their annual reporting processes.

The afternoon session is a follow on session to the morning session and will provide practical group participation exercises to facilitate the learning process.  Our instructor, Darrin Moor is an FBI Training Instructor and has taught at the FBI Academy, Quantico, VA for New Agent Training and at the National Academy.  He has lectured nationwide on various topics and is currently assigned as the Violent Gang and Terrorist Organization File (VGTOF) Training Coordinator.

Session 3: Cracker Barrel Session will be held from
3:00 to 4:30 pm, Monday


This is the traditional Cracker Barrel, but the attendees may be solicited in advance to submit topics for discussion in the session.  This very popular session will be led by Hugh Harris, Director of Public Safety at Lafayette College.  As you know, Hugh is a NECUSA Past President and Board Member.

Session 4: Clery Updates will be held Tuesday morning, June 16th, 2009, from 8:30 to 10:00 am.

This session will be the traditional update review but with a new twist.  It will include insights from NECUSA members who participated in the IACLEA Train the Trainer Program on the Clery Act at the 50th Anniversary IACLEA Conference in Hartford, CT this year.  It is scheduled as a Panel Discussion chaired by our own in-house expert, Jim Ferrier, Associate Director of Public Safety from Northeastern University, MA.  Our Panelists will be:  Lt. Phil DiBlasi, Police Lieutenant, Wellesley College, MA, Ms. Vicki Weaver, Director of Safety and Security, Rider University, NJ, and Ms. Kitty Parente, Director of Strategic Analysis, Yale University Police Department, CT.  This mix of panelists will expose us to the latest information from SOC and the DoEd on Clery Act compliance and upcoming changes based on the Higher Education Reauthorization Act of 2008.

The theme of the final conference day will be Violence on Campus and how it impacts differing constituent groups. Wednesday, June 17, 2009, will also be advertised as a One-Day event to allow groups of personnel from the region (commuters) to attend the day’s program without attending the entire conference. A special Registration and payment schedule will be designed for this purpose.

Session 5: Violence against Women will be held on Wednesday, June 17, 2009 from 8:45 to 10:15 am.

This session will deal with issues of Domestic Violence, officer involved domestic violence issues, trafficking and general violence against women.  Our speaker is retired Police Captain Maureen Wills, Brookfield PD, CT and a trained IACP instructor.

Session 6: Hostage Situations will follow from 10:30 am to Noon

Lessons learned during the Fairfield University Hostage Taking Situation wherein a student with a bomb attached to his body held a class (professor and students) hostage.  The incident’s chief negotiator, Gary MacNamara, currently the Deputy Chief of the Fairfield Police Department, CT will address the group and share his insights on this traumatic event.

Luncheon Speaker, 12:45 to 1:15 pm:  Dr. James Schmotter, President, Western Connecticut State University will discuss the issues of Violence on Campus from a President’s perspective and its impact to the higher education community.

Session 7 and 8:  Panel on Campus Violence will follow from 1:30 to 2:30 and from 2:45 to 4:00 pm, Wednesday, June 17th, 2009.

This session will be a Panel Discussion on Campus Violence from the perspectives of Faculty, Judicial Affairs, Student Affairs, Legal and the Police.  Our speakers have committed and include Professor James A. Fox, The Lipman Family Professor of Criminal Justice, Northeastern University, (What Are We Telling Our Students?), Dr. Walter Bernstein, Western Connecticut State University, VP Student Affairs, (Developing a Threat Assessment Team), David Fiacco, University of Maine, Judicial Officer, (Handling Violent Students on Campus), Mr. Elliott Spector, Attorney at Law, CT (Liability Aspects of Dealing with Violent Persons on campus).  Chief of Police, Sean Tallarico from Moravian College, PA will give the Police perspective and serve as the Panel Chair and advisor.  This dynamic panel will help us identify some issues we may not have thought about yet in dealing with campus violence and develop an understanding of violence in today’s environment.
