Present- Mike McCarthy, Neil McLaughlin, Gary Bean, Dave Meyer, Alan Stormann, Cindy Burger, Timon Linn, Jim Bonner. Dennis Conway joined at 11:15am
Conference- Timon reported things on schedule, is confirming speakers, preparing brochure, will not be meeting with hotel until after 1st of year. Dates of conference 6/19- 22/11, board meeting 6/17& 18/11.
Professional Development: Dave reported that hotel has renegotiated and exposure for organization is now less than $2,000. Also there is vendor interest in off setting the costs. Neil reported having some problems securing speakers but will be putting together a brochure for the program by end of week. The dates are winter board 1/8& 9/11, vendor reception 1/9/11 and professional development 1/10/11.
Future Site visit in November 5 & 6th, rooms have been reserved and tour at Plymouth 11/ 6/10 and Red Jacket to be determined.
Budget: Approx. $23,000 in checking-Gary to email figures
Audit-Jim reports that is in contact with a firm-approx. costs of $2,000 per year with the years of 2008, 2009 and first half of 2010. Gary needs to send Jim detail reports and this is to be done ASAP. Jim will forward contract once it is received. Further discussion on how often an outside audit should be conducted.
Clipboard: Discussion of the expense- approx. cost per issue is $2,600-$2,700. Jim as new editor is looking for a local vendor-Sonship has just delivered copies for mailing- should have been done weeks ago-appears delays because of them moving operations. Due to late date Clipboards will be sent 1st class-cost of increased postage to be split by association and Sonship-
Web Site-Neil asked about several missing minutes/audit report that are missing-Dave had just sent to Mike the items, will be added
University of Richmond- Proposal for joint venture to provide a certificate program. Although generally well received numerous questions need to be answered, Mike will reach out to them shortly to begin getting feed back. (Proposal from University attached below)
Good of Order- Allen requested assistance with Department of Ed audit; also had meeting with T2 systems and them should be joining soon.
Gary had request for assistance from Art Insall-President of SUNY chiefs association regarding changing in the SUNY system-Gary will forward more information to board

University of Richmond proposal:
Dear President McCarthy:
Might NECUSA have an interest in partnering with the University of Richmond' s School of Continuing Studies to co-develop and offer an online professional development Certificate in Campus Safety and Security Studies? This certificate program would provide professional-level education and training to police officers, safety and risk management professionals, and human resources professionals who work in a campus environment. Such a partnership could potentially generate more revenue for NECUSA and create teaching opportunities for select senior leaders/experts from NECUSA' s membership and from UR' s Campus Police Department. Our School of Continuing Studies would hire the adjunct faculty to teach in the program. Our university' s world-class academic technology experts would provide training and support for these online classes.
We would envision four courses in the certificate program, possibly starting as early as Fall 2011. Some of the course topics would include: Critical Incidence Response, Crime Reporting on College Campuses, Crime Prevention on College Campuses, and Diversity in a College Setting. The Certificate would culminate with an online, 100-question multiple choice Certification Exam. This certificate program would be a revenue-sharing partnership between UR' s School of Continuing Studies and NECUSA. We would expect your input for the course topics, curriculum development, and adjunct faculty selection.
The School of Continuing Studies has had great success in partnering with large organizations for on-site academic and professional development programs including Wachovia Securities, Phillip Morris, G.E. Financial Assurance, the Federal Reserve Bank of Richmond, and Mays & Valentine law firm. We recently signed exclusive educational partnership agreements with the national Corporate Health & Wellness Association and the international Medical Tourism Association to certify, respectively, those nascent professions through the creation of online certificate programs. Top experts and professionals from those associations will constitute the adjunct faculty. We' d like to replicate this same educational partnership model with NECUSA, the oldest campus law enforcement organization in the nation.
